The Commission

The Commission is a collegiate body with collective responsibility. Operational and executive authority of the Commission is vested in the Chairman who is the Commission's Chief Executive Officer (CEO). He is assisted by the Commissioners, particularly to oversee the working of various operational units as may be determined by him.

The Commission Secretariat
The Commission's Secretariat is headed by Mr. Abdul Rehman Qureshi who under the existing arrangement besides performing functions of the Secretary is also working as Advisor to the Commission.

Objective
To assist the Chairman and coordinate with other departments of the SECP and external entities, as necessary, in achieving the objectives of the SECP in an efficient and holistic manner.

Functional Profile
The duties and responsibilities of the Secretary of the Commission are multifarious which include performance of all secretarial work as specified in the SECP Act, 1997 and the rules/regulations made thereunder. The post of Secretary in the Commission becomes more important as the incumbent also acts as Secretary to the Securities and Exchange Policy Board. The Secretary has also to conduct meetings of the Committees as constituted by the Policy Board. Special assignments entrusted to him by the Chairman are handled by him directly without assistance of any senior officer. His normal duties are issuing notices of the meetings of the Commission and the Policy Board; to record and maintain the minutes of the meetings; and to monitor the execution of the decisions made by the Commission and the Policy Board. Secretary's duties are not only of important nature but also he deals with most sensitive and confidential matters. Besides, the Secretary may:
  • represent the Commission on any forum, if so authorized by the Chairman generally or specifically;
  • accept service of all notices and other documents on behalf of the Commission;
  • sign a decision made by the Commission as a result of a hearing, if so authorized by the Commission;
  • certify under this hand a decision made by the Commission, or a document used in connection with a hearing by the Commission;
  • communicate to the relevant quarters, all decisions made in the meetings of the Commission; and
  • exercise such other powers and perform all other duties as may be assigned to him by the Chairman from time to time.
