The Human Resource and Training Department
The HR and Training Department is responsible for various activities that include manpower planning, recruitment and selection, training and development, developing HR policies and procedures, managing employee benefits and compensation, coordinating with other departments in connection with staff development and processing employee promotions, transfers, retirements and dismissals.
 
Functional Profile
 
The functional profile of wings is as follows:
HR Department is divided into following wings:

Recruitment Operations, Litigation and Advisory Wing
This wing deals with pre-recruitment and post recruitment. Pre-Recruitment includes advertising jobs, short listing candidates, and conducting tests and interviews. It also includes coordination with Head Hunters for Executive Search. Post recruitment includes documents processing, salary negotiation, reference checking and orientation of employees. It is also responsible for summer internships.

Further this wing looks after activities related to new HR policies and procedures, maintains official files i.e. personal and professional records of all employees, manages HRIS and processes leave requests, etc. It works for affirmative action and handles employee relations i.e. separations, contracts, transfers, postings, settlement of final dues etc. Besides, it is also responsible for correspondence with the Ministries and other Government agencies regarding HR issues.

This wing looks after the Legal cases filed by/against the Commission on matters pertaining to HR. It also handles various appeals and requests by employees related to their terms and conditions of employment, other grievances etc. This wing also vets policies, contracts and agreements for HR and Training Department.

Compensation and Benefits Wing
This wings looks after payroll, increment, bonuses and terminal benefits of employees. This wing is responsible for approval of all employee related loans, advances and advance salary. It is also responsible for analyzing and recommending changes to titles, positions, compensation levels and salary structure.

Training and Organizational Development Wing
This Wing undertakes necessary activities for capacity building of the SECP’s employees. These activities are aimed at enhancing the productivity of employees, equipping them with new skills, knowledge and abilities, ensuring their continued usefulness to the organization and meeting their personal desires for advancement. Training wing includes identification of training needs and development of annual training plan through training need analysis, assessment of various training institutes and their programs, seeking nominations, processing local and foreign training programs, coordination with internal and external entities over development and execution of bespoke programs, eliciting training feedback and ensuring learning’s from each training are shared with the relevant people in the Commission.

This wing is responsible to continuously improve employee morale and increase employee retention through various employees being initiatives such as medical facility, cricket & table tennis tournaments. This wing is also responsible for performance management and career development for all employees of the Commission.
