The International Affairs, Communication and Coordination Department (IACCD) is headed by Ms. Sarwat Aftab, Director/Head of the Department.

IACCD coordinates the overall functioning of the Commission and liaises with external entities, including government agencies, ministries and multilateral and international organizations such as IOSCO, FATF, FSAP, etc. It also supports the management of corporate governance regime and donor-funded projects besides coordinating redressal of investors and company’s complaints by the operational divisions. To consolidate liaison, the internal and external communication functions have also been assigned to the IACCD.

The functions/tasks are elaborated as under:

I. International Affairs

i) IOSCO: Liaison with IOSCO to initiate reform based assignments relating to: IOSCO’s Objectives and Principles- compliance assessment, IOSCO Multilateral MOU- signing of and related matters thereof including the amendments needed in the legal framework, Work on the mandate under IOSCO’s Working Group 3 and other ongoing tasks under various IOSCO forums such as EMC, EMCAB etc.

ii) Bilateral MoUs: Liaison /negotiate with counterpart regulatory authorities for signing/implementation of bilateral agreements (MOUs) on regulatory cooperation, enforcement assistance, and information sharing, and oversees the implementation of such arrangements.

iii) International Assessments: To work with international assessments such as Pakistan’s Financial Sector Assessment Program (FSAP) and World Bank’s mission, ADB mission, Poverty Reduction Program etc.

iv) Anti Money Laundering/ FATF: Implementation of Anti Money Laundering Program: Review of AML Ordinance 2007 and coordinate to frame rules, regulations and guidelines  on AML for the regulatees of the Commission, work related to APG mutual evaluation of AML regime in Pakistan and coordination with FMU.

v) Corporate Governance: Work for enhancement of Corporate Governance regime including liaison with Pakistan Institute of Corporate Governance and consider changes, amendments in Code of Corporate Governance etc.

vi) Corporate Social Responsibility: Implementation of SECP CSR Initiatives including the matters relating to Institute of Capital Markets (ICM) etc.

vii) Training Initiatives: Effectively assist to meet the Commission’s overall training requirements that ensure continuous learning and development for the entire workforce.

II.    Communication

i) Media and Publications: Maintains a regular liaison with print and electronic media to provide information on the reforms introduced by the Commission. Organize regular press briefings on various reform measures. Work on the Commission’s publications including the Annual Report.

ii)  Internal / External Communication: Provision of material for Economic Survey of Pakistan, Report on Quality Assurance Procedures, Report on Principles of Policy, Finance Minister’s budget speech, Prime Minister/Finance Minster messages for different forums and matters relating to Exit Control List.

III.    Coordination

i) Complaints/ Appeals Vigilance: Monitor /follow up expeditious redressal of complains and appeals (Appellate Bench) received from investors, companies and other stakeholders.

ii) Reference from Ministries/ Parliament: work relating to correspondence received from Ministries (concerning more than one division/department) and Parliament/assembly matters (concerning more than one division/department).

iii) Donor Funded Projects: Coordinate timely implementation of donor funded projects including ADBs’ 2nd Generation Capital Reforms Project, TA 1957 grant of ADB, World Bank’s IDF Capacity Building. Work on related reports, accounts and reconciliation of outstanding amounts.

iv) Coordination matters relating to SBP-SECP meetings and proposal for amendments in Income Tax Ordinance.

v) Information Resource Centre:  To maintain an up-to date library.
